Electrification of Public Facilities Project (EPFP)

The Electrification of Public Facilities Project (EPFP) is divided into five beneficiary lot regions and aims to electrify about 600 public facilities (Market centres, Health centres, educational institutions, Tea buying centres, Coffee factories and Administration Centres).

This project is jointly financed by the government of Kenya and Arab Development Partners namely; Arab Bank for Economic Development {BADEA}, OPEC Fund for Development {OFID}, Abu Dhabi for Development [ADFD], and Saudi Fund for Development [SDF] at a total cost of $57 Million.

The project will result in connection of long lines in various counties opening up these areas for viable economic activities. As a result, construction of 500km of medium voltage distribution lines will be set up. This means, households in close proximity to transformers and meet all installation requirements will have access to electricity.

Overall, the scope of the project includesthe construction of 2,850 km of electricity distribution lines and installation of transformers. The project envisages to electrify 1,200 public facilities which include market centers, health centers, educational institutions, tea buying centers, coffee factories and administration Centers.

On completion, the project will ensure the electrification of 35,460 households in 131constituencies located in 36 Counties in Nyanza and Western, North Rift, South Rift, Central and Upper Eastern, Lower Eastern and Coast region. It is estimated that in each of the five project areas over 7,000 households will be connected to electricity.

Matching Fund Facility

The Corporation collaborates with National Government Constituency Development Fund (N-CDF) to implement projects.  The Matching Fund facility; also dubbed ‘ a shilling for a shilling’, is a programme where the Corporation matches contributions from constituencies and counties to a maximum of Kshs. 5million per constituency for implementation of rural electrification projects in priority areas.

About Matching Fund Facility

This is a participatory innovative approach in financing community projects. This is through a cost sharing arrangement with the National Government Constituency Development Fund (N-CDF), county governments and other stakeholders.

The Matching Fund facility; also dubbed ‘a shilling for a shilling’, is aimed at supplementing the traditional source of funds. The Organization of Petroleum Exporting Countries (OPEC)

The organization is funding projects aimed at connecting 33 market centers in off-grid counties of Turkana and Mandera. In addition, the 23 distribution lines will be connected in Samburu and Laikipia to connect public facilities and households.

The Kenya Electricity Modernization project (KEMP)

This project is a collaboration under the Kenya Electricity Modernization Project (KEMP) which is a World Bank funded electrification solution in areas whose connection to the national grid is considered unviable in the medium term. The project involves the implementation of mini-grids supplied by hybrid generation systems, combining renewable resources (solar or wind). This will be installed in the following eight (8) sites: Mageta Island in Siaya County, Ngodhe and Takawiri Islands in Homa bay County, Wasini Island in Kwale County, Kaeris and Kerio markets in Turkana county and Dabel in Marsabit County.

The Kenya off-grid Solar Access project (KOSAP)

The Kenya off-grid Solar Access Project (KOSAP) is a World Bank funded project which is being implemented jointly by REREC, the Ministry of Energy, and Kenya Power. The project targets 14 counties in the North and North Eastern Kenya which are far away from the national electricity grid. The scope entails construction of 151 solar mini-grids, solarisation of 380 boreholes and installation of 473 standalone solar systems on public facilities.

OPEC Fund for Economic Development (OFID)

The OPEC Fund for Economic Development (OFID) is a Ksh 1.5 Billion partnership project; aimed at implementing electrification projects in Off-grid areas in Kenya, for purposes of enhancing electricity access. The scope involves the Connection of 33 market centres and households in off-grid regions to electricity. The counties that have benefited include Mandera, Marsabit, Turkana, Wajir, Isiolo, Laikipia and Samburu.

The Arab Bank for Economic Development (BADEA)

The ongoing BADEA project is envisaged to electrify 591 trading centers and 35,460 households in 66 Constituencies spread in five regions in Kenya. The regions are, Nyanza, Western, North and South Rift, Central, Eastern and Coast Region.

Collaborations with County Governments and NCDF (Matching Fund Facility)

Rural Electrification and Renewable Energy projects are mainly funded by the government through the exchequer. REREC has developed a participatory innovative approach in financing community projects through a cost sharing arrangement with the National Constituency Development Fund (NCDF), County Governments and other stakeholders.

The aim is to supplement the traditional source of funds. Under the program, the Corporation matches contributions from constituencies and counties to a maximum of Kshs. 5million per constituency for implementation of rural electrification projects in priority areas. This programme has been a great success and has enabled the Corporation to implement additional projects and therefore reaching more people.
