The aim of the transformer maximization project is to enhance electricity access and connectivity in areas with large populations that had not been previously not been reached due to the 600 metres radius transformer limitation.
The project involves installation of extension transformers per constituency in the grid areas where HT lines have previously been implemented. The Rural Electrification & Renewable Energy Corporation is working in consultation with the communities to identify priority areas per constituency for implementation of this project.
The transformer maximization project is expected to open up the rural areas through supply of essential power for economic activities, facilitation of business opportunities and enhanced security. It is also expected to fast-track the connection of households that are 600 metres away from the grid.
Rural Electrification & Renewable Energy Corporation to connect electricity in Makueni County through a collaboration framework with the County Government of Makueni
In line with Kenya’s Vision 2030 and the Big Four Agenda, where Energy is an infrastructural enabler towards the achievement of high quality of life for all Kenyans by the year 2030, Rural Electrification and Renewable Energy Corporation (REREC) has been implementing projects to enhance rural electrification all over the Country.
To this end, Makueni County is set for a huge rural electrification connectivity, following the signing of a collaboration framework between REREC and the County Government of Makueni, in September 2021.
Signing of this collaboration framework is a significant step towards a partnership that will enable REREC fulfill its mandate on implementation of electrification projects in the County. It will also help establish a framework for co-operation between REREC and the County Government of Makueni, with regard to implementation of electrification projects and programmes.
The programme, spearheaded by the county government in partnership with Rural Electrification and Renewable Energy Corporation, was unveiled by Governor Kivutha Kibwana and REREC Chief Executive Officer CPA Peter Mbugua.
The shilling – for – shilling collaboration will lift Makueni from a paltry connectivity of a 25% towards the national rate of 70% as roll out is done in successive financial years. The KSh 60M covers the 2021/2022 financial year, with each partner contributing KSh 30M in a matching fund framework. The programme involves primary school electrification, Mini Grids development, electrification of market centers and other public facilities that are not electrified. Possible establishment and development of energy centres in the County was also discussed.
In the 2022/23 Financial Year, the county government of Makueni will commit a total of Ksh 34 million during this financial year 2021/2022, while REREC will contribute a maximum of Kshs 5 million per Sub County/Constituency under the matching fund facility. This amount will be used to implement selected rural electrification projects during the stated financial year, and ensure also that the electrification agenda for Makueni is fully realised. The county will also avail land for REREC to establish an Energy Centre in the County, to promote the use of alternative sources of energy.
The areas that stand to benefit from this collaboration include implementation of electrification projects via the matching fund programme, implementation of other electrification and renewable energy projects and programmes to include but not limited to; primary School Electrification, mini Grids, electrification of market centres and other public facilities that are not electrified, electrification of Athi River belt and inclusion in Phase II of the KOSAP projects.
Others areas of collaboration outlined in the framework include development of energy master plan(s), establishment and development of energy centres, renewable energy technology research, innovation and development, capacity building and technical support, joint resource mobilization to support common projects and programmes as well as any other activity that the Corporation and the County may mutually agree.
The Shilling for a Shilling program (Matching Fund) allows the County Government or the Members of Parliament to commit a certain amount of money from their development kitty, and REREC commits the exact same amount of money towards rural electrification in the specific region identified by the leaders.

This has been implemented through grid extension in schools within grid network and installation of solar PVs in schools in off-grid areas. The programme is not only intended to improve education standards but also to enhance electricity access across the country. Since primary schools are in every corner of the country, the network put in place has served as a backbone for connecting households in the vicinity of these primary schools.
A total of 22,927 primary schools have been electrified across the country and the project has been a key contributor to the universal access target and improvement of education standards.

Residents of the Hulugho sub-county in Garissa County will now enjoy electricity connectivity thanks to efforts made by the government through the Ministry of Energy; who installed a 275KVA power supply and connectivity project.
The Rural Electrification and Renewable Energy Corporation (REREC) has connected Hulugho town, which lies 17 kilometers from the Kenya–Somalia border, in a historic move which seeks to empower residents economically.
The project was officially commissioned by Energy Cabinet Secretary Charles Keter who was accompanied by REREC CEO, CPA Peter Mbugua. The CS was also accompanied by the Garissa Senator Abdulkadir Haji, Ijara Member of Parliament Sophia Abdi Noor, among other local leaders.
Speaking during the event, the CS noted that the government was intentional in connecting 14 arid and semi-arid areas to electricity and had already set aside 15 billion shillings in order to complete that task.
Garissa County will receive Ksh.1.2 billion towards that venture which will mainly be used for constructing hybrid mini grids which will use solar energy and diesel powered machines to generate electricity

The Hulugho Power Station will serve over 110 customers including seven public facilities among them, a police station, 5 schools and a health centre. The project is aimed at ensuring that the area enjoys stable and reliable power.
Education performance for the connected schools is expected to improve as the students are able to conduct evening studies more conveniently. The schools will also be able to effectively implement the Government’s digital learning program.
The community will also enjoy improved health care because the connected health facility will now be able to high energy consuming equipment which they were not able to operate before.
The rural electrification programme begun in 2007 and the focus of the Corporation was electrification of rural areas through grid extension and diesel power stations.
Off-grid electrification provided by diesel generators was one of the first and most applicable solutions for the electrification of rural villages. In this regard, the Corporation has installed twenty diesel power stations to electrify off-grid areas; one of them being the Hulugho Diesel Power Station.

The project launched on 14th December 2021, is divided into five beneficiary lot regions and aims to see approximately 600 public facilities electrified and at least 35,460 households get access to electricity.
This Project, is jointly financed by the Government of Kenya and Arab Development Partners namely; Arab Bank for Economic Development (BADEA), OPEC Fund for Development (OFID), Abu Dhabi for Development (ADFD), and Saudi Fund for Development (SFD) at a total cost of US $57 Million.
In Lot 5 areas, a total of 103 projects will be implemented. Here, the Corporation is expected to cover Kitui, Makueni, Taita Taveta, Kwale, Kilifi and Tana River Counties in Upper Eastern and Coast Region.
As a result, construction of 500km of medium voltage distribution lines will be set up. This means, households in close proximity to transformers and meet all installation requirements will have access to electricity.
Overall, the scope of the project shall include the construction of 2,850 km of electricity distribution lines and installation of transformers. The project envisages to electrify 1,200 public facilities which include market centers, health centers, educational institutions, tea buying centers, coffee factories and administration Centers.
On completion, the project will ensure the electrification of 35,460 households in 131constituencies located in 36 Counties in Nyanza and Western, North Rift, South Rift, Central and Upper Eastern, Lower Eastern and Coast region. It is estimated that in each of the five project areas over 7,000 households will be connected to electricity.

Dr. Chris Kiptoo is the Principal Secretary, National Treasury. He was appointed Principal Secretary by President William Samoei Ruto on 1st December 2022. Dr. Kiptoo is the immediate former Principal Secretary, Ministry of Environment and Forestry. Before that, he also served as a Principal Secretary at the State Department of Trade, Ministry of Industry, Trade & Cooperatives.
In his working career, Dr. Kiptoo has acquired a rich wealth of experience in economic policy analysis, mainly gained at the Central Bank of Kenya, Capital Market Authority and the International Monetary Fund, where he has served in various capacities. His expertise especially relates to the design and implementation of monetary policy; balance of payments and exchange rates; fiscal operations and policy; financial sector matters including capital markets; national accounts/real sector and macroeconomic accounting, and modelling and forecasting.
Additionally, Dr. Kiptoo has proven experience in environment and climate change policies, trade policy and regional integration, private sector development and advocacy, infrastructure development, institutional development of Government institutions and organisational management, all mainly gained at the Ministry of Environment and Forestry, State Department of Trade as well as Trade Mark East Africa. Noteworthy, he also has four years of experience in economic policy coordination gained while working at the then Office of the Prime Minister.
Dr. Chris Kiptoo holds a Doctor of Philosophy Degree (PhD) in Finance (International Macroeconomics Finance specialization) from The Nairobi University, as well as a Master of Science (Ag. Economics) and Bachelor of Science (Ag. Economics) degree from Egerton University. He is also an Accredited Fellow in Macroeconomic Management Macroeconomic & Financial Management Institute of Eastern & Southern Africa (MEFMI).
The Principal Secretary joins the State Department for Energy with a wealth of experience from the private sector where he worked variously as an investment banker. His latest assignment was with Faida Investment Bank where he traded and structured Treasury bonds and Corporate bonds at the Nairobi Stock Exchange (NSE). Other assignments include working with Dyer & Blair Investment Bank and Genghis Capital limited in the same capacity.
PS Wachira has served in various leadership’s positions right from his university days. He was a founding member of the Bonds Market Association as well as a member of the Steering Committee of the Kenya Association of Stock Brokers and Investment Bankers (KASIB). His contribution to the Bond’s market saw him being appointed to the Central Depository Project at the Central Bank of Kenya (CBK). In 2021, the project dealt in government securities worth 900 billion, the highest turnover ever in Kenya.
The PS launched his career in the financial sector after participating in the issuance of the Safaricom IPO in 2008 where he interned. He had prior completed a Bsc Degree course from the University of Nairobi. At Campus, he served as the Secretary General NUNSA and Treasurer for the Confederation of Medical Students Association. He is currently pursuing an MA in Leadership at Pan African Christian University.
A strong believer in servant leadership through community engagement and development, in that position, the PS was able to spearhead initiatives such, as free medical camps for Cancer Screening, Tree planting, Youth Mentorship Programmes, and Sports Tournaments among others. Born and bred in Kieni Constituency, Nyeri County, the PS is a family man who’s strict up bringing is instrumental in shaping him into the person he is.

Dr. David Gitonga, is the General Manager, Strategy and Business Development Directorate. Jillo Konde is the Manager, Security. He is responsible for overseeing security operations in the Corporation including safeguarding Corporation assets, property and employees. Ensuring the provision of efficient and effective security services to safeguard the Corporation’s resources among others.
He has extensive experience, spanning over 20 years in the area of security. He started his career as a police officer and later moved to Central Bank of Kenya as Security Officer where he worked for seven years prior to joining the Corporation as Principal Security Officer.

Rhodah Wanjiku Njuguna is the Chairperson of the Finance and Administration Committee and a member of the Strategy and Project Implementation Committee of the Board. She has a wealth of experience spanning over 20 years of experience working with public sector in strategy development, planning and policy analysis.
She has wide experience in public finance management including devolved system, development programmes delivery systems in various sectors especially in health and nutrition. Ms. Rhodah has extensive knowledge of public sector and donor financing mechanism, programme; having worked in management and leadership levels in leading local and global multinational organizations, making her well versed in coordination, implementation, monitoring and evaluation of donor funded projects/programmes.
She holds MA in International Economics and African Studies, a Post Graduate Diploma in International Relations and a Bachelor’s degree in Government and Philosophy.
Eng. Gitonga is currently the Regional Manager central rift. He is responsible for administrative and functional management of the Corporation’s activities in Narok, Bomet, Kericho, Nakuru, Nyandarua, Baringo and Samburu counties. Eng. Gitonga has 12 years of experience in design and construction management of large infrastructure projects in East Africa. He has previously worked with Mace group (UK) as an independent consultant, Project Management consultant for Royal DSM for their infrastructure projects in Rwanda and Ethiopia, H.P Gauffa Ingenieure-JBG as a senior engineer and project manager, Space and Style Limited as technical manager and Steel structures Limited as an assistant project coordinator.

Mrs. Kula Halkano Hache is a member of the Audit and the Human Resource Committees of the Board. She is a seasoned Human Resource Practitioner with wide experience in Human Resource and Administration; having held positions at various management and leadership levels in the country. She is currently the Secretary Administration at the Ministry of Energy. She has worked as the Secretary Administration at the Ministry of Devolution, County Commissioner in Muranga, Kisii and Taita Taveta Counties, District Commissioner in Kirinyaga South (Mwea), District Officer I (Administrative Officer I) and Regional Commissioner’s Office Nairobi (Formerly Provincial Commissioner) at different times in her career.
She holds a Master’s Degree in Peace Building & Conflict from Management from Mount Kenya University and a Bachelor’s Degree in Education (Arts) from Kenyatta University.
Eng. Jackbed Turi Njangu is the Manager regional coordination-Coast region.
She is responsible for the day-to-day operations in the region. This involves tracking projects and managing the teams in the regions.
She holds Masters of Arts in Project Planning and Management from the University of Nairobi, a Bachelor of Technology in Civil Engineering from Egerton University, a Higher Diploma in Technical Education, KNEC, and a Higher Diploma in Construction Engineering (Structures, Economics, Building and Civil) from Kenya Polytechnic.
She is a registered member of Kenya Engineering Technology Registration Board (KETRB), Engineering Technologists and Technicians of Kenya (IETTK) graduate engineer and member, Engineers Board of Kenya.
CPA Noah Oluoch is currently the General Manager, Finance and ICT. He is responsible for overseeing the activities of the Directorate of Finance and ICT, including development of the Corporation’s financial, accounting and ICT policies, treasury control and financial reporting as well as leading the budget process.
CPA Noah Oluoch has extensive experience spanning over 25 years in financial management having held senior leadership roles in the private sector with leading companies in Kenya and within the East African region. He started his career as a Graduate Trainee in Unilever Kenya later taking management roles at Colgate Palmolive East Africa, Serena Hotels Group and Alexander Forbes.
CPA Noah Oluoch holds a Master of Business Administration in Finance and Bachelor of Commerce degree in Accounting from the University of Nairobi. He is a Certified Public Accountant and a member of the Institute of Certified Public Accountants of Kenya.
CPA, CS Francis Mutua is Head of Corporate Planning & Strategy Department.
He is in charge of updating the Rural Electrification Masterplan, implementation of the Corporation 5-year strategic plan, award of construction contracts, data management and monitoring and evaluation of projects.
He holds a Master of Business Administration (Finance) and a Bachelor of Commerce (B.COM) Hons. from the University of Nairobi. He is a certified Public Accountant CPA (K), Certified Secretary of Kenya (ICPSK) and a graduate of the World class Advanced Management Program (AMP) from Strathmore Business School.
He is currently pursuing PhD Degree in Business Administration at Jomo Kenyatta University of Agriculture and Technology (JKUAT).
Beatrice Njuguna is the Manager, Administration Department.
She is responsible for establishing a roadmap to guide the implementation of administrative functions of the Corporation, providing strategy for risk management in the Corporation, and enhancing the use of technology in implementing administrative functions within the Corporation.
She holds a Master’s degree in Public Administration & Management (Public policy) from Mount Kenya University and a Bachelor’s degree in Business Management from Moi University. She is licensed by the Institute of Human Resource Management with a valid practicing license.
Eng. Terry is the Manager, Design. He ensures that projects identified are designed and implemented on time and in compliance with acceptable quality design.
Eng. Terry holds a Master of Science in Electrical & Electronic Engineering and a Master of Business Administration in Finance, both from the University of Nairobi. He also holds a bachelor of Technology degree in Electrical & Communication Engineering from Moi University.
Eng. Apudo is the Manager, Regional Coordination – Western Kenya. He is responsible for the efficient and effective coordination of REREC activities in the Western Region. This includes the execution of REREC projects while observing quality, standards of service, and cost; collaborating with other regional state agencies and administering all financial, human resource, operational, and risk management activities in the region.
Eng. Apudo holds a Master of Business Administration in Operation Management and a Bachelor of Science in Electrical and Electronics Engineering from the University of Nairobi and is currently pursuing Master of Science in Power Systems Engineering at Makerere University, Kampala Uganda.
He is a registered professional engineer with the Engineers Board of Kenya (ERB) and a corporate member of the Institute of Engineers of Kenya (IEK).
Ronald Ketter is the Manager Biomass Energy Department. He is in charge of promotion and development of all biomass energy technologies and solutions. These include but are not limited to biodiesel, bioethanol, charcoal, wood, fuel, biogas, improved cook stoves, charcoal kilns, municipal waste, agricultural waste for briquette making and cogeneration.
Mr. Ketter has also been involved in the oversight of key energy sector projects such as Last Mile Connectivity Program, the Public Street lighting project, the Electrification of public institutions, the installation of domestic biogas digesters, Kenya Off-Grid Solar Access Project (KOSAP) for underserved counties, among others.
Mr. Ketter holds a Bachelor of Science degree in Electrical and Electronics Engineering from the University of Nairobi and a Master of Science degree in Renewable Energy from the University of Oldenburg, Germany. He is a professional member of the Kenya Engineering Technology Registration Board (KETRB) and a graduate member of the Engineers Board of Kenya.

He is a KCA Certified Public Accountant. Gilbert Mutai holds a Bachelors of Commerce (Accounting) from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and a Master’s in Business Administration (Finance) from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
Over the years, Gilbert has not only led, trained and mentored teams but has also been a key part in providing strategic advice to management on the need for business improvements as well as formulation and implementation of the internal controls.
Wycliffe Abiero is the Manager, Geospatial Department. Wycliffe is responsible for developing capacity geospatial function, set out specification for data and system, develop Corporation’s Geospatial database and provide a strategy for geospatial data management in the Corporation.
Wycliffe holds a Master of Business Administration (Strategic Management) from Jomo Kenyatta University of Agriculture and Technology (JKUAT) a Bachelor of Science in Surveying, from the University of Nairobi.
He is a licensed Surveyor and a full member of the Institution of Surveyors of Kenya [MISK], a member of the Kenya Association of Licensed Land Surveyors of Kenya [ALLSK], a member of the Kenya Association of Project Managers [KAPM], and an Associate Member of the Chartered Institute of Arbitrators [ACIArb].
Dr Isaiah K. Okuthe is the Manager of Energy Centres. He is responsible for promotion of all renewable energy technologies (except Geothermal) within Counties.
He holds a Doctor of Philosophy in Sociology from Maseno University, a Master of Science in Agricultural Extension, a Bachelor of Science in Agricultural Education and Extension, a Diploma in Agricultural Education and Extension all from Egerton University.
Dr Isaiah is a registered member of the Environment Institute of Kenya. He was also the National Environment Management Authority (NEMA) Lead Expert in Environmental and Social Impact Assessment (ESIA)/ Environmental Assessment (EA).

Eng. Ephantus Kamweru is the manager Renewable Energy Research & Innovation Department.
Ephantus is in charge of research and development. He has a wealth of experience in consultancy and contracting in various sectors including Energy, GSM and security among others
Ephantus is a registered Engineer with the Engineers Board of Kenya (EBK), a member of the Institute of Engineers of Kenya (IEK), a Member of the Kenya Renewable Energy Association (KEREA), and a Licensed Electrician (Class A1) by the Energy and Petroleum Regulatory Authority (EPRA).
Eng. Jonathan Mbutu is the Manager, Alternative Energy Department. He is responsible for the strategic and operational leadership of the Corporation Alternative Energy mandate. Prior to this, he was the Principal Engineer Renewable Energy, REREC.
He hold a MSc. Engineering (Energy Management) from the University of Nairobi and a BTech. Mechanicl and Production Engineering (Hons) from Moi University. He is a Licensed as a T# solar PV professional by EPRA.
Hassan Yusuf is the General Manager, Internal Audit Directorate. He oversees Internal Audit strategies, plans, policies and systems and supervises periodic reviews of both financial and non-financial operations. He is also a Lead Auditor in both Quality Management systems and Information Security Management Systems (ISO/IEC). Mr. Yusuf is a professional accountant with experience in Auditing, Risk Management, Accounting, and Finance. Prior to working at REREC, he was engaged with public institutions such as the now-defunct Kenya Post and Telecommunication and Lake Victoria North Water Works Agency.
He is a member of the Institute of Internal Auditors [IIA], Institute of Certified Public Accountants of Kenya [ICPAK], and an affiliated member of the Institute of Risk Management [IRM].
Eng. Okova is the Manager Operations and Maintenance (O&M).
He is in charge of Operation and Management of renewable energy sources, generation plants and distribution networks developed and maintained by the Corporation.
