Rural Electrification and Renewable Energy Corporation (REREC) has an expanded mandate of spearheading Kenya’s green energy drive, in addition to implementing rural electrification projects.

Rural Electrification and Renewable Energy projects are mainly funded by the government through the exchequer. REREC has developed a participatory innovative approach in financing community projects through a cost sharing arrangement with the National Constituency Development Fund (NCDF), County Governments and other stakeholders.
The aim is to supplement the traditional source of funds. Under the program, the Corporation matches contributions from constituencies and counties to a maximum of Kshs. 5million per constituency for implementation of rural electrification projects in priority areas. This programme has been a great success and has enabled the Corporation to implement additional projects and therefore reaching more people.

FRIST STRATEGIC PLAN (2008/2009 – 2012/2013)
The 1st Strategic plan was implemented during the period 2008/2009 – 2012/2013. The implementation factored the Government’s 1st Medium Term Development Strategy of realizing Vision 2030. This was instrumental in driving the Corporations’ vision and achievement of its mandate. The goal during this period was to connect the three main public facilities – secondary schools, trading and health centers – to achieve a connectivity target of 22% in the rural areas by June 2013.
This was achieved by December 2012 and was estimated at 26%. Further, during this period the Rural Electrification Master Plan was developed. In 2013, the Government introduced the Digital Literacy Programme (DLP). The programme identified electrification of schools as an important prerequisite to its success.
PROJECTS IMPLEMENTED DURING THE FIRST STRATEGIC PLAN
The following projects were implemented during the 1st Strategic Plan;
Electrification of public facilities
The Government had set a target to increase connectivity and attain universal access to electricity by year 2030. To achieve this, electrification of all public facilities and households located within a radius of 600 meters from an existing transformer were prioritized. Further, new transformer installations on existing grid networks for households’ electricity connection were undertaken.
Out of the 88,750 identified Public Facilities in the country, 60,934 have since been electrified (68.5%) and the balance of 27,816 forms the focus of REREC in a bid to attain Universal access to electricity by Year 2030
2. Electrification of Public Primary Schools
In 2013, Government introduced the Digital Literacy Programme (DLP). The programme identified electrification of schools as an important prerequisite to its success. In June 2013, REA undertook to provide electricity to all public primary schools. A total of 22,927 public primary schools throughout the country have so far been connected to the grid or solar PV for those far away from the national grid.
3. The Turkwel-Lokichar Line
This project was implemented to extend grid supply to off-grid areas in northern Kenya. The objective was to open up the Northern part of the country. The project involved the construction of a 120KM66KV Turkwel – Lokichar line and installation of a 23MVA 66/33KV sub-station in Lokichar and 10MVA 66/33KV sub-station at Kalimungorok.
4. Lighting up Informal Settlements
REREC in partnership with other stakeholders was involved in upgrading of informal settlements across the country. The Authority was involved in the installation of high-mast floodlights to provide security lights in informal settlements. During the financial years 2014/2015 and 2015/2016, the Authority installed 104 high-mast floodlights in Kibera, Mathare, Korogocho, Ngomongo, and Mukuru kwa Njenga in Nairobi, as well as Kiandutu in Thika.
5. Isolated Diesel Stations
Twenty isolated diesel generators were implemented by the Corporation in various towns in the Northern and Coastal parts of the country as shown in the table below;
SECOND STRATEGIC PLAN (2016/2017 – 2020/2021)
The Corporations’ 2nd Strategic Plan enhanced the focus on the development of renewable energy sources in Kenya, in which the Corporation was expected to take a leading role. Some of the projects implemented to promote the use of renewable energy during the Strategic Plan period (2016/2017 – 2020/2021) included;
The development of twenty-six solar mini-grids to electrify off-grid towns;
Construction of the grid that connected a 50MW solar power plant in Garissa and
The establishment of partnerships in the implementation of renewable energy technologies, among others.
PROJECTS IMPLEMENTED DURING THE SECOND STRATEGIC PLAN PERIOD (2016/17 TO 2021/22 FY)
REREC’s 2nd strategic plan enhanced the focused on development of renewable energy sources in the country in which the Corporation was expected to take a leading role. The Corporation continued to enhance grid electrification through the electrification of public facilities and installation of Transformers to connect households in the country.
The following projects were implemented during this period;
Transformer Maximization programme
The Corporation has been in the forefront of supporting the electrification of Households and installation of transformers in all the rural constituencies in the County. Over the last five financial years (FY 2016/17 to FY 2021/22) a total of Kshs 10.432 billion has been invested in the Transformer maximization programme.
This involves the installation of transformers and connection of all households within 600metres radius of the Transformer. A total of 2,700 Transformer maximization projects have been implemented to date in this programme and this has been a major contributor to the success of the universal access to electricity strategy of the Government.
2. Electrification of Public facilities (EPFP)
The Corporation through funding from the Arab Bank for Economic Development of Africa (BADEA) is constructing long lines in five regions in the county namely Nyanza Region, North Rift, South Rift, Central and Upper Eastern, Lower eastern and Coast region at a cost of USD 57 Million which is approximately 6.8 Billion Kenya shillings. The financiers include; Arab Bank for Economic Development for Africa (BADEA); OPEC Fund for International Development (OFID); Saudi Fund for Development (SFD), the Abu Dhabi Fund for Development (ADFD) and the Government of Kenya.
The aim of the project is to connect public facilities and Households in support of the GOK’s objective of universal electrification for all by the year 2030. Upon completion, a total of 510 projects will be electrified through this programme.
The project will electrify 1,200 public facilities across the 5 regions that include market centres, health centres, educational institutions, tea buying centres, coffee factories, administration centres. It is envisaged that a total of 35,460 households will also be connected to electricity.
3. Organization of Petroleum Exporting Countries (OPEC)
The project is funded by the Organization of Petroleum Exporting Countries (OPEC) and aims at Connecting 33 market centers in off-grid counties of Turkana and Mandera. In addition, the Contractors will also construct of 23 distribution lines in Samburu and Laikipia to connect public facilities and households.
GARISSA 50 MW SOLAR POWER PLANT
The KSh13.7 Billion ($135.7 million Garissa Solar Plant, is the largest grid connected solar power plant in East & Central Africa. It is located in Balambala Constituency, Garissa County about 20 kilometers from Garissa Town. The solar farm sits on 85 hectares (210 acres) and consists of a total of 206,272 265Wp solar panels and 1,172 42kW inverters.
SOLAR MINI-GRIDS
GoK Funded Solar Mini-grids
The Corporation has implemented Twenty-Six (26) solar mini-grids across counties of Wajir, Turkana, Marsabit, Mandera and Garissa. The projects consist of 60kW solar PV system with battery storage and a backup diesel generator to ensure quality and reliable power supply to the customers.
The projects are serving 3,693 customers and provide other socio economic benefits to communities living in these areas in education, health, entrepreneurship, employment, communication, water pumping and food preservation.
The Corporation is also implementing a 280kW solar mini-grid with battery storage in Buna town, Wajir County. Once commissioned the project will provide reliable power supply to approximately 360 homesteads, institutions and businesses in Buna area.

University of Southampton
Implemented two Solar Mini-grids with energy storage in Kitonyoni (23kW), Makueni County and Oloika (13.5), Kajiado County.
The projects have been in operation from 2016 with over 450 customers connected.
KEMP (Kenya Electricity Modernization Programme)
The scope of the project includes development of seven (7) solar mini-grids with battery energy storage and associated reticulation network. These are being installed in the following eight (8) sites: Mageta Island, Siaya County; Ngodhe and Takawiri Islands in Homa Bay County; Wasini Island – Kwale County; Kaeris and Kerio markets in Turkana County and Dabel in Marsabit County.
Once commissioned the project will connect in excess of 4,088 customers in off-grid areas and coastal and Lake Victoria Region islands. The installation works for the project are ongoing.
KOSAP (Kenya Off-grid Solar Access project)Implemented by Ministry of Energy, REREC and KPLC
construction of 121 solar mini-grids, solarization of 380 boreholes and installation of 1,100 standalone solar systems on public facilities targeting 14 counties in the North and North Eastern Region
Corporation is implementing 59 of these mini-grids with a total capacity of 4,932kW and potential to connect ten million customers. The mini-grid component being implemented by the Corporation has the potential of contributing 2,012 tons of carbon emission reduction, considering most of the households are currently using kerosene.
The Organization of Petroleum Exporting Countries (OPEC)
The organization is funding projects aimed at connecting 33 market centers in off-grid counties of Turkana and Mandera.
In addition, the 23 distribution lines will be connected in Samburu and Laikipia to connect public facilities and households.
Nyakach Solar water pumping
The Corporation in Collaboration with Kisumu county government implemented a solar water pumping project at Nyakach water treatment plant. The scope of work was to install a 68kW solar PV and a pump controller with associated wiring to power existing water pumping system. The project was commissioned in 2017 and has been able to cut the electricity bill of the plant by Ksh. 2 million shillings per month.
Nyeri Boreholes Solarization
The Corporation signed MOU with the County Government of Nyeri to partner in implementation of renewable energy projects in the County. The Corporation has installed solar power pumping system in 14 boreholes which were initially powered by grid or diesel generators. Some of the boreholes were not operational because they had been disconnected from power supply due to pending bills or the cost of running the diesel generators was too high. The solarization of the boreholes has been transformational to the community in many ways.
Solar street lights play a critical role in providing safety and promoting security in urban and in remote areas that don’t have access to a conventional electrical grid. Solar street lights offer great cost savings to the Counties as there are no power bills to be paid and require much less maintenance compared to conventional street lights. They are also social economic transformational because the beneficiary markets enjoy extended business hours.
The Corporation has installed and commissioned 172 solar street lights in Nyali, Changamwe and Mvita Constituencies. An additional 747 solar streetlights have also been implemented in Kiambu County. Plans are underway to implement 9 solar streetlights in Embu County.
FOR SCHOOLS
In support of the Government Digital learning programme (DLP), REREC focused on electrification of Public Primary Schools since 2013. Schools in off grid areas were electrified through installation of Solar PV systems (1.7 Kw) these schools totaled to 4,786 schools.
The Corporation has also electrified 58 secondary schools with 4Kw solar systems, this has enabled night learning and also the use of computer laboratories.
Off-grid electrification provided by diesel generators was one of the first and most applicable solutions for the electrification of rural villages. The Corporation has installed twenty (20) diesel power station to electrify off-grid areas. However, the cost of operating diesel generator is high. Diesel generators also produce large amount of carbon dioxide, which is a major contributor of climate change.
The Corporation has installed solar PV systems, which were hybrided to the existing diesel generators in Takaba, Eldas, Rhamu and Laisamis power stations. This was aimed at increasing power affordability from the respective power stations and contribute to the Country’s Nationally Determined Contributions Carbon Dioxide Emission targets.
OTHER KEY STRATEGIC ACHIEVEMENTS
COLLABORATIONS WITH COUNTY GOVERNMENTS AND NCDF
The Rural Electrification and Renewable Energy Programs have mainly been funded through the exchequer. REREC has developed a participatory innovative approach in financing community projects through a cost sharing arrangement with the National Constituency Development Fund (NCDF), County Governments and other stakeholders.
The aim is to supplement the traditional source of funds. Under the program REREC matches a shilling for a shilling contributed by stakeholders but up to a maximum of Ksh.5 million per Constituency on a first come first served basis. This programme has been a great success and has enabled the Corporation to implement additional projects and therefore reaching more people.
ENERGY CENTRES
Under its new mandate, the Corporation is running the existing 16 energy centres which were previously under the Ministry of Energy. These centres shall be used as platforms for promotion of renewable energy technologies. The current energy centres are in the following counties; Kakamega, Busia, Garissa, Uasin Gishu, Nairobi, Kericho, Kisii, Kitui, Turkana, Marsabit, Migori, Meru, Nyandarua, Kilifi, Wajir and Nyeri. Plans are under way to establish another 31 energy centres to ensure that all counties have energy centres.
The energy centres shall be used as centres of excellence to demonstrate, train and provide technical support on the application of various renewable energy technologies and energy conservation techniques to various groups such as individuals, community groups, institutions and private sector in collaboration with County Governments. The technologies being promoted in these centers include; Solar, biogas, clean cooking solution, promotion of wood lots among others.
RESEARCH AND DEVELOPMENT IN RENEWABLE ENERGY
The Corporation has carried out baseline studies and research works to establish best practices and guide policies in the implementation of green energy in Kenya. In this regard, the Corporation, in conjunction with other stakeholders has accomplished the following projects:
A baseline study on Renewable Energy technologies in Kenya. This aimed at establishing the penetration level of various renewable energy technologies and their rate of adoption in the Kenyan economy. The sudy also sought to establish the level of Renewable Energy resources in Kenya.
Baseline study on available Local Capacity for manufacture, installation, maintenance and operation of Renewable Energy technologies in Kenya. This study endeavored to establish the readiness level of the kenyan economy to implement the Renewable Energy technologies at local capacity with close reference to the best practices in the world.
Baseline study on National Standards on Renewable Energy Technologies. This is a baseline study to promote awareness of renewable energy standards and also identify the policy gaps in the existing government policies and standards.
Research project on the best practices for the conversion of waste to energy in the regard of sustainable energy and climate change mitigation.
Research work on the assessment of the intermittency impact caused on the existing grid by the uprising adoption of decentralized generation as promoted by utilization of renewable energy resources.
Besides these studies, the Corporation has also undertaken some in-house studies in other areas such as;
Research study on adoption of composite poles for power distribution in Kenya. This has been submitted for journal publication in conjunction with The Journal of Agriculture, Science, and Technology (JAGST) .
An assessment study on causes of failure of distribution tranformers in Kenya.
The Corporation continues to strive to be the trail blazer in Renewable Energy technologies in the country whereas increasing electricity connectivity within the country. The above captured programs are some which have enabled the accomplishment of the aforementioned.
WAY FORWARD
Moving forward, REREC’s expanded mandate will enable the Corporation to promote and develop Kenya’s abundant renewable energy resource. Investment in renewable energy generation will also bring about diversification in Kenyan energy generation sources to meet the ever-increasing energy needs of the country. This will also ensure that Kenyans can access clean, sustainable, affordable, reliable and competitively priced electricity.

Dr. Chris Kiptoo is the Principal Secretary, National Treasury. He was appointed Principal Secretary by President William Samoei Ruto on 1st December 2022. Dr. Kiptoo is the immediate former Principal Secretary, Ministry of Environment and Forestry. Before that, he also served as a Principal Secretary at the State Department of Trade, Ministry of Industry, Trade & Cooperatives.
In his working career, Dr. Kiptoo has acquired a rich wealth of experience in economic policy analysis, mainly gained at the Central Bank of Kenya, Capital Market Authority and the International Monetary Fund, where he has served in various capacities. His expertise especially relates to the design and implementation of monetary policy; balance of payments and exchange rates; fiscal operations and policy; financial sector matters including capital markets; national accounts/real sector and macroeconomic accounting, and modelling and forecasting.
Additionally, Dr. Kiptoo has proven experience in environment and climate change policies, trade policy and regional integration, private sector development and advocacy, infrastructure development, institutional development of Government institutions and organisational management, all mainly gained at the Ministry of Environment and Forestry, State Department of Trade as well as Trade Mark East Africa. Noteworthy, he also has four years of experience in economic policy coordination gained while working at the then Office of the Prime Minister.
Dr. Chris Kiptoo holds a Doctor of Philosophy Degree (PhD) in Finance (International Macroeconomics Finance specialization) from The Nairobi University, as well as a Master of Science (Ag. Economics) and Bachelor of Science (Ag. Economics) degree from Egerton University. He is also an Accredited Fellow in Macroeconomic Management Macroeconomic & Financial Management Institute of Eastern & Southern Africa (MEFMI).
The Principal Secretary joins the State Department for Energy with a wealth of experience from the private sector where he worked variously as an investment banker. His latest assignment was with Faida Investment Bank where he traded and structured Treasury bonds and Corporate bonds at the Nairobi Stock Exchange (NSE). Other assignments include working with Dyer & Blair Investment Bank and Genghis Capital limited in the same capacity.
PS Wachira has served in various leadership’s positions right from his university days. He was a founding member of the Bonds Market Association as well as a member of the Steering Committee of the Kenya Association of Stock Brokers and Investment Bankers (KASIB). His contribution to the Bond’s market saw him being appointed to the Central Depository Project at the Central Bank of Kenya (CBK). In 2021, the project dealt in government securities worth 900 billion, the highest turnover ever in Kenya.
The PS launched his career in the financial sector after participating in the issuance of the Safaricom IPO in 2008 where he interned. He had prior completed a Bsc Degree course from the University of Nairobi. At Campus, he served as the Secretary General NUNSA and Treasurer for the Confederation of Medical Students Association. He is currently pursuing an MA in Leadership at Pan African Christian University.
A strong believer in servant leadership through community engagement and development, in that position, the PS was able to spearhead initiatives such, as free medical camps for Cancer Screening, Tree planting, Youth Mentorship Programmes, and Sports Tournaments among others. Born and bred in Kieni Constituency, Nyeri County, the PS is a family man who’s strict up bringing is instrumental in shaping him into the person he is.
Eng. Gideon Gitonga is the Manager Regional Coordination- Central Rift Region.
He is responsible for administrative and functional management of the Corporation’s activities in Narok, Bomet, Kericho, Nakuru, Nyandarua, Baringo and Samburu counties.
Eng. Gitonga holds a Master of science in Project Management from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and Bachelor of Technology in Civil and Structural engineering He is a registered professional engineer with the Engineers Board of Kenya and a Member of the Institution of Engineers of Kenya. He is a certified project management profession (PMP®) and PRINCE2 practitioner. He is a member of project management institute (PMI-USA)
He is also a member of strategic plan committee for the Institution of Engineers of Kenya (IEK)
Manager, Regional Coordination South Nyanza Region
ENG. NICHOLAS LANGAT
Eng. Nicholas Kiprono Langat is the Manager, Regional Coordination South Nyanza Region.
He is responsible for the day-to-day operations in the region, tracking projects and managing the teams in the region.
Eng. Nicholas holds a Master’s Degree in Project Planning and Management from the University of Nairobi and a Bachelor’s Degree in Telecommunications Engineering from Makerere University. He is a certified member of Engineers Board of Kenya and CAK.
Emmanuel Odero is the Manager Process Audit Department.
He is in charge of internal audit strategies, plans, policies and systems and supervises periodic reviews of both financial and non-financial operations
Mr. Emmanuel holds a Master of Business Administration (MBA) Finance from the University of Nairobi and a Bachelor of Commerce Hons – Accounting option. He is a certified Process Professional – CPP(UK). Mr. Emmanuel is an active member of the institute of Certified Public Accountants of Kenya (ICPAK). He is also a member of the Institute of Internal Auditors (IIA) and ISACA.
Jonah Kosgei is the Manager Regional Coordination, North Rift Region. Mr. Kosgei is responsible for the efficient and effective coordination of REREC activities in the North Rift Region.
He holds a Master of Arts in Project Planning and Management from the University of Nairobi, a Bachelor of Science in Engineering from the University of…. and a Diploma in Electrical and Electronic Engineering from the TNTI College in Malaysia.
He is registered as a professional engineer with the Engineers Board of Kenya.
Dr Eng. James Muriuki is currently the Acting General Manager of power distribution and regional coordination.
He heads the management of design, construction, regional coordination and operation and maintenance department. In addition, he ensures that projects identified are designed and implemented on time and in compliance with acceptable quality design and construction standards.
Dr. Eng. Muriuki holds a Ph.D. in Electrical Engineering, Master of Science in Electrical Engineering, Master of Science in project management and a Bachelor of Science degree in Electrical & Electronic Engineering all from Jomo Kenyatta University of Agriculture and Technology (JKUAT). He is a certified Professional Engineer and a member of the Engineers Board of Kenya, a corporate member of Institution of Engineers of Kenya (IEK) and a licensed Electrician by the Energy and Petroleum Regulatory Authority (EPRA) with class A1.
Edward M. Gakunju is the Manager Business Development Department.
Edward is responsible for mobilizing additional resources for project implementation, build strategic partnership with development partners and execute signed financing agreements with development partners.
He holds a Masters degree in Economics Policy Management from Makerere University and a Bachelors degree in Economics from the University of Nairobi.

WANGARI GITHII
Wanagri Githii is the Manager Advocacy, Public Education and Awareness Department.
Wangari Githii is responsible for developing strategies to improve operations, branding, visibility , and setting out guidelines to entrench APE&A functions within the Corporation.
She holds a BA (Hons) from the University of Nairobi and a diploma in journalism.
She is also a member of the Public Relations Society of Kenya.
General Manager, Strategy and Business Development Directorate
DR DAVID GITONGA
Dr. David Gitonga, is the General Manager, Strategy and Business Development Directorate. He is responsible for driving the Corporation’s core business of rural electrification through applied research and strategy development, planning and evaluation of project impacts, development of alternative revenue streams and management of coporate quality management system and risk management.
He holds a Bachelor of Science in Civil Engineering from Jomo Kenyatta University and a Masters in Integrated Water Resources Management from University of Dar-Es-Salaam.
Sharon Tugee is the Manager Legal Services. She heads the Legal Department.
She holds a Masters of Laws (L.L.M.) from the University of Nairobi, Bachelor’s degree in Laws (LLB) from Makerere University, and a postgraduate diploma in Law (PGD) from the Kenya School of Law.
Sharon is also a Member of the Law Society of Kenya
Jillo Konde is the Manager, Security. He is responsible for overseeing security operations in the Corporation including safeguarding Corporation assets, property and employees. Ensuring the provision of efficient and effective security services to safeguard the Corporation’s resources among others.
He has extensive experience, spanning over 20 years in the area of security. He started his career as a police officer and later moved to Central Bank of Kenya as Security Officer where he worked for seven years prior to joining the Corporation as Principal Security Officer.
He holds a Master of Arts in Sociology (Criminology & Social Order) from University of Nairobi and a Bachelor of Arts in Sociology (Criminology &Security Studies from Egerton University).
Mr. Jillo has undertaken a Strategic Leadership Development Program(SLDP) and a Senior Management Course (SMC) from the Kenya School of Government.

Eng. Nicholas Maundu is the Manager, Regional Coordination-Nairobi, Eastern & North Eastern.
Eng. Maundu has over twelve (12) years of experience in engineering with specific focus on Renewable energy, Environmental engineering, Engineering Project Design & Development, Project Management, Research & Reporting, Policy formulation, Financial and economic analysis of Projects.

Alex Kang’ethe is the Manager Information and Communication Technology (ICT) Department.

She has vast experience in public, private and non-government sectors where she served in various capacities including; Ag. Fred Ishugah is the General Manager Renewable Energy Research and Development Directorate. He heads the strategic and operational leadership of the Corporation’s Renewable and Alternative Energy mandates.
He holds a Master of Science in Engineering from Shanghai Jiao Tong University and Bachelor of Science in Energy Engineering. Mr. Ishuga is a Certified Energy Manager, Association of Energy Engineers, a registered Environmental Impact Assessment Expert, NEMA, and a member of the Association of Energy Professionals Eastern Africa. He is also a member of Engineering Technologists and Technicians of Kenya (IETTK).

CS. Dr. Rose N. Mkalama
CPS Dr. Rose Mkalama is the General Manager Information, Education and Communication Directorate. She is responsible for communication and publicity of the Corporation’s mandate across all stakeholder groups and undertaking advocacy programs to ensure that the Corporation gets strategic partnerships in project implementation.
Dr. Mkalama holds a doctorate in Business administration (PhD), a Master of Business Administration (MBA), and a Bachelor’s degree in Laws (LLB) all from the University of Nairobi. She also holds a Master of Laws in oil and gas (LLM, oil and Gas) from Strathmore University.
Dr. Mkalama is a Certified Utility Management Specialist having qualified from the Institute of Public –Private Partnerships and the Water Engineering and Development Centre of Loughborough University- Washington DC. She is an Advocate of the High Court of Kenya and a Certified Secretary of Kenya (ICPSK).

Rhodah Wanjiku Njuguna is the Chairperson of the Finance and Administration Committee and a member of the Strategy and Project Implementation Committee of the Board. She has a wealth of experience spanning over 20 years of experience working with public sector in strategy development, planning and policy analysis.
She has wide experience in public finance management including devolved system, development programmes delivery systems in various sectors especially in health and nutrition. Ms. Rhodah has extensive knowledge of public sector and donor financing mechanism, programme; having worked in management and leadership levels in leading local and global multinational organizations, making her well versed in coordination, implementation, monitoring and evaluation of donor funded projects/programmes.
She holds MA in International Economics and African Studies, a Post Graduate Diploma in International Relations and a Bachelor’s degree in Government and Philosophy.
Eng. Gitonga is currently the Regional Manager central rift. He is responsible for administrative and functional management of the Corporation’s activities in Narok, Bomet, Kericho, Nakuru, Nyandarua, Baringo and Samburu counties. Eng. Gitonga has 12 years of experience in design and construction management of large infrastructure projects in East Africa. He has previously worked with Mace group (UK) as an independent consultant, Project Management consultant for Royal DSM for their infrastructure projects in Rwanda and Ethiopia, H.P Gauffa Ingenieure-JBG as a senior engineer and project manager, Space and Style Limited as technical manager and Steel structures Limited as an assistant project coordinator.
Eng. Gitonga holds a Master of Science in Project Management from JKUAT and Bachelor of Technology in Civil and Structural engineering.
He is also a licensed Professional Engineer with the Engineers Board of Kenya and a Member of the Institution of Engineers of Kenya. He is a certified project management profession (PMP®) and Prince2 practitioner. He is a member of project management institute (PMI-USA).
Mrs. Kula Halkano Hache is a member of the Audit and the Human Resource Committees of the Board. She is a seasoned Human Resource Practitioner with wide experience in Human Resource and Administration; having held positions at various management and leadership levels in the country. She is currently the Secretary Administration at the Ministry of Energy. She has worked as the Secretary Administration at the Ministry of Devolution, County Commissioner in Muranga, Kisii and Taita Taveta Counties, District Commissioner in Kirinyaga South (Mwea), District Officer I (Administrative Officer I) and Regional Commissioner’s Office Nairobi (Formerly Provincial Commissioner) at different times in her career.
She holds a Master’s Degree in Peace Building & Conflict from Management from Mount Kenya University and a Bachelor’s Degree in Education (Arts) from Kenyatta University.
Eng. Jackbed Turi Njangu is the Manager regional coordination-Coast region.
She is responsible for the day-to-day operations in the region. This involves tracking projects and managing the teams in the regions.
She holds Masters of Arts in Project Planning and Management from the University of Nairobi, a Bachelor of Technology in Civil Engineering from Egerton University, a Higher Diploma in Technical Education, KNEC, and a Higher Diploma in Construction Engineering (Structures, Economics, Building and Civil) from Kenya Polytechnic.

CPA Noah Oluoch is currently the General Manager, Finance and ICT. He is responsible for overseeing the activities of the Directorate of Finance and ICT, including development of the Corporation’s financial, accounting and ICT policies, treasury control and financial reporting as well as leading the budget process.
CPA Noah Oluoch has extensive experience spanning over 25 years in financial management having held senior leadership roles in the private sector with leading companies in Kenya and within the East African region. He started his career as a Graduate Trainee in Unilever Kenya later taking management roles at Colgate Palmolive East Africa, Serena Hotels Group and Alexander Forbes.
CPA Noah Oluoch holds a Master of Business Administration in Finance and Bachelor of Commerce degree in Accounting from the University of Nairobi. He is a Certified Public Accountant and a member of the Institute of Certified Public Accountants of Kenya.
CPA, CS Francis Mutua is Head of Corporate Planning & Strategy Department.
He is in charge of updating the Rural Electrification Masterplan, implementation of the Corporation 5-year strategic plan, award of construction contracts, data management and monitoring and evaluation of projects.
He holds a Master of Business Administration (Finance) and a Bachelor of Commerce (B.COM) Hons. from the University of Nairobi. Beatrice Njuguna is the Manager, Administration Department.
She is responsible for establishing a roadmap to guide the implementation of administrative functions of the Corporation, providing strategy for risk management in the Corporation, and enhancing the use of technology in implementing administrative functions within the Corporation.
She holds a Master’s degree in Public Administration & Management (Public policy) from Mount Kenya University and a Bachelor’s degree in Business Management from Moi University. She is licensed by the Institute of Human Resource Management with a valid practicing license.
Eng. Terry is the Manager, Design. He ensures that projects identified are designed and implemented on time and in compliance with acceptable quality design.
Eng. Terry holds a Master of Science in Electrical & Electronic Engineering and a Master of Business Administration in Finance, both from the University of Nairobi. He also holds a bachelor of Technology degree in Electrical & Communication Engineering from Moi University.
Eng. Apudo is the Manager, Regional Coordination – Western Kenya. He is responsible for the efficient and effective coordination of REREC activities in the Western Region. This includes the execution of REREC projects while observing quality, standards of service, and cost; collaborating with other regional state agencies and administering all financial, human resource, operational, and risk management activities in the region.
Eng. Apudo holds a Master of Business Administration in Operation Management and a Bachelor of Science in Electrical and Electronics Engineering from the University of Nairobi and is currently pursuing Master of Science in Power Systems Engineering at Makerere University, Kampala Uganda.
He is a registered professional engineer with the Engineers Board of Kenya (ERB) and a corporate member of the Institute of Engineers of Kenya (IEK).
Ronald Ketter is the Manager Biomass Energy Department. He is in charge of promotion and development of all biomass energy technologies and solutions. These include but are not limited to biodiesel, bioethanol, charcoal, wood, fuel, biogas, improved cook stoves, charcoal kilns, municipal waste, agricultural waste for briquette making and cogeneration.
Mr. Ketter has also been involved in the oversight of key energy sector projects such as Last Mile Connectivity Program, the Public Street lighting project, the Electrification of public institutions, the installation of domestic biogas digesters, Kenya Off-Grid Solar Access Project (KOSAP) for underserved counties, among others.
Mr. Ketter holds a Bachelor of Science degree in Electrical and Electronics Engineering from the University of Nairobi and a Master of Science degree in Renewable Energy from the University of Oldenburg, Germany. He is a professional member of the Kenya Engineering Technology Registration Board (KETRB) and a graduate member of the Engineers Board of Kenya.

He is a KCA Certified Public Accountant. Gilbert Mutai holds a Bachelors of Commerce (Accounting) from Jomo Kenyatta University of Agriculture and Technology (JKUAT) and a Master’s in Business Administration (Finance) from Jomo Kenyatta University of Agriculture and Technology (JKUAT).
Over the years, Gilbert has not only led, trained and mentored teams but has also been a key part in providing strategic advice to management on the need for business improvements as well as formulation and implementation of the internal controls.
Wycliffe Abiero is the Manager, Geospatial Department. Wycliffe is responsible for developing capacity geospatial function, set out specification for data and system, develop Corporation’s Geospatial database and provide a strategy for geospatial data management in the Corporation.

Dr Isaiah K. Okuthe is the Manager of Energy Centres. He is responsible for promotion of all renewable energy technologies (except Geothermal) within Counties.
He holds a Doctor of Philosophy in Sociology from Maseno University, a Master of Science in Agricultural Extension, a Bachelor of Science in Agricultural Education and Extension, a Diploma in Agricultural Education and Extension all from Egerton University.
Dr Isaiah is a registered member of the Environment Institute of Kenya. He was also the National Environment Management Authority (NEMA) Lead Expert in Environmental and Social Impact Assessment (ESIA)/ Environmental Assessment (EA).

Ephantus is a registered Engineer with the Engineers Board of Kenya (EBK), a member of the Institute of Engineers of Kenya (IEK), a Member of the Kenya Renewable Energy Association (KEREA), and a Licensed Electrician (Class A1) by the Energy and Petroleum Regulatory Authority (EPRA).
Eng. Jonathan Mbutu is the Manager, Alternative Energy Department. He is responsible for the strategic and operational leadership of the Corporation Alternative Energy mandate. Prior to this, he was the Principal Engineer Renewable Energy, REREC.
He hold a MSc. Engineering (Energy Management) from the University of Nairobi and a BTech. Mechanicl and Production Engineering (Hons) from Moi University. He is a Licensed as a T# solar PV professional by EPRA.
Hassan Yusuf is the General Manager, Internal Audit Directorate. He oversees Internal Audit strategies, plans, policies and systems and supervises periodic reviews of both financial and non-financial operations. He is also a Lead Auditor in both Quality Management systems and Information Security Management Systems (ISO/IEC). Mr. Yusuf is a professional accountant with experience in Auditing, Risk Management, Accounting, and Finance. Prior to working at REREC, he was engaged with public institutions such as the now-defunct Kenya Post and Telecommunication and Lake Victoria North Water Works Agency.
He is a member of the Institute of Internal Auditors [IIA], Institute of Certified Public Accountants of Kenya [ICPAK], and an affiliated member of the Institute of Risk Management [IRM].
Eng. Okova is the Manager Operations and Maintenance (O&M).
He is in charge of Operation and Management of renewable energy sources, generation plants and distribution networks developed and maintained by the Corporation.
